L'intégration rapide des systèmes d'aide à la décision basés sur l'IA (AI-DSS) dans le ciblage militaire, en particulier dans le cadre du cycle de ciblage interarmées (JTC), suscite de vives inquiétudes quant à l'érosion du jugement humain et aux risques potentiels pour le respect du droit international humanitaire. Si les systèmes d'aide à la décision peuvent améliorer la connaissance de la situation et réduire les violations du droit international humanitaire, leur dépendance à l'égard des évaluations numériques de la proportionnalité peut éclipser la prise de décision éthique, juridique et contextuelle.

The rapid integration of AI-enabled decision-support systems (AI-DSS) in military targeting, particularly within the Joint Targeting Cycle (JTC), raises significant concerns about the erosion of human judgment and the potential risks to compliance with International Humanitarian Law (IHL). While AI-DSS can enhance situational awareness and reduce IHL violations, their reliance on numerical assessments of proportionality could overshadow ethical, legal, and contextual decision-making.

Jessica Dorsey is an Assistant Professor of International Law and director of the Realities of Algorithmic Warfare research platform at Utrecht University. She is also an Expert Member of the Global Commission on the Responsible Use of AI in the Military Domain. Her current research focuses on the legitimacy of military targeting operations in light of increasing autonomy in warfare, with a specific focus on the protection of civilians in armed conflict. Jessica is also a renowned legal scholar and practitioner on issues related to the use of force, especially in the context of drone warfare, having worked in the field for more than 15 years. She is an executive board member of Airwars and the Managing Editor of the international law weblog, Opinio Juris.
